Biography

Saifaldin (Saif) Rahman is Managing Partner of JR Real Estate Group, and President of the Prince William Chapter of the Northern Virginia Building Industry Association (NVBIA). 

In his role as managing partner at JR, Saif manages a Northern VA based development firm working on mixed use, residential and commercial developments in several counties in Northern Virginia. Most recently JR secured rezoning approval for a mixed-use development encompassing 157 townhomes and neighborhood commercial space. JR also successfully assembled and entitled the Oakton View subdivision, a 25-home subdivision recently completed by Evergreene Homes in Oakton, Virginia. JR currently has over 1000 lots in different stages of entitlement and development across the region. 

Saif is also active in local community boards and functions. Recently, being appointed to by the Chairman of the Board of Supervisors to the Fairfax County Board of Equalization of Assessments, the Redistricting Advisory Commission, the Fairfax County District Renaming Commission and the Fairfax County Complete Count Committee. Saif also serves on the boards of VOICE and New VA Majority Educational Fund through which he volunteers with coalitions to tackle seemly intractable regional issues such as housing affordability and impediments to community investment and development. Saif worked with Governor Northam and his administration to craft and implement the Rent and Mortgage Relief Program and pushing for a temporary halt to evictions during the COVID shutdowns.

Previously Saif served as President of IWG a US / Iraqi firm providing consulting, logistics and construction work in Iraq. Saif headed the consulting and business development portfolio within IWG. In that position, he guided US and international fortune 500 companies through contract awards and negotiations with the Government of Iraq. Saifaldin Rahman held senior posts in the Government of Iraq, including the posts of Advisor to the Vice President of Iraq (2009), Chief of Staff to the Speaker of Parliament (2005) and Chief of Staff to the Minister of Industry & Minerals (2004). Saif helped engineer Iraq’s election law during the days of the Iraqi Governing Council and before working for the Presidency he served as the Director General of the Parliament’s Research Directorate. Saif participated in the negotiations on the first Status of Forces Agreement between Iraq and the United States.

Saif has a degree in Government & Politics from the University of Maryland, College Park and lives in Falls Church, Virginia with his wife, Fatima, and their 4 children.
