A recent Center White Paper by Emily Murphy, a senior fellow with the Baroni Center and the former Administrator of the General Services Administration, explored how this broad authority has been used to justify Executive Orders on topics ranging from the nondisplacement of incumbent workforces to civil rights issues and contractor responsibility policies around labor compliance to COVID vaccination mandates.
